Combined Safeguarding Children, Young People and Adults at risk Level 1 and 2

New Course – Level 1 and Level 2 – Can be booked separately, either as a half-day Level 1 or half-day Level 2 or full-day Level 1 and 2, where you will be issued with a certificate for each level.


This course has been created for organisations that need safeguarding training covering both children and adults at risk. It covers the essential safeguarding elements of both Level 1 and Level 2, offers up-to-date information to strengthen understanding, while also refreshing and building on what participants may already know.


By bringing both safeguarding agendas together in one session, the training provides a joined-up approach that supports confidence and consistency in practice.


The course is designed for anyone working or volunteering in a role where they come into contact with children and adults at risk, helping them feel informed, prepared, and supported in keeping people safe.


If you only require training at Level 1 or Level 2, these can also be booked as standalone half-day sessions.


What will I learn on the Combined Level 1 & Level 2 Safeguarding Training Course?


Level 1 Safeguarding Training

  • Identify the relevant legislation and guidance that safeguards children and adults at risk
  • Identify what is meant by safeguarding and child and adult abuse
  • Name the categories of child/adult abuse and neglect
  • Recognise the signs and indicators of possible abuse and behaviour changes (including CSE, FGM, Bullying, HBV, FM, DA and Prevent agenda
  • Identify the barriers to reporting concerns (from both the victim and professional perspectives)
  • Know how to respond to disclosures or allegations
  • Know how to report and record information,  to whom you report your concerns internally and externally.

Level 2 Safeguarding Training

  • Identify the roles and responsibilities of individuals in safeguarding
  • Explain the concepts of child in need and significant harm (thresholds) in relation to children and Adults at risk of abuse or neglect (duty of care - wellbeing areas and 3-point test)
  • Explain current child and adult safeguarding legislation and processes for managing disclosures/concerns i.e. what happens after a referral is made
  • Knowledge of CP conferences and the role of the independent reviewing officer
  • Increased knowledge of sharing information
  • Understanding the emotional aspect of making a decision for another who lacks capacity
  • Understand the principles of determining Mental Capacity and the Best Interest Principle
  • Awareness of the requirements of the Deprivation of Liberty Safeguards
  • Knowledge of internal policy and procedures -  Case Studies
  • Other Safeguarding arrangements MAPPA, MARAC, PREVENT and LSCB’s and SAPB’s (SCR’s and SAR’s duty to co-operate)

What jobs require Level 1 & 2 Safeguarding Training


Level 1 training is required for anyone who works with or comes into contact with children, young people, vulnerable adults/adults at risk of harm or abuse. It provides an understanding of National safeguarding principles and best practices. Level one training is for staff and volunteers who need a general awareness of safeguarding.


Examples of roles that would require Level 1:

  • Reception staff in schools, GP surgeries, hospitals, or community centres
  • Admin and support staff in health, education, social care and charities
  • Catering, cleaning, or transport staff in organisations working with children or adults
  • Volunteers in community groups, sports clubs, or faith organisations

Level 2 safeguarding training is designed for individuals who have greater safeguarding responsibility in the organisation or charity and who are responsible for supporting staff and coordinating safeguarding responses. i.e., referring to local authority safeguarding teams or liaising internally with the DSL. It covers more in-depth topics, including recording and storing safeguarding concerns, referring disclosures to local authority safeguarding teams, monitoring safeguarding activities, overriding consent and multi-agency working issues.

How long is the training?

Our combined Level 1 & 2 safeguarding training is delivered as a full-day session, running from 9:00 am to 4:00 pm.

If you only need one level, these can also be booked separately:


  • Level 1: 9:30 am – 12.30 pm
  • Level 2: 1:00 pm – 4:00 pm
